Miss M. designs her own clothing line and hawks it on QVC on Bette (8 p.m., CBS). Mom and Dad's love of the Ramones gets Jimmy in trouble on Grounded for Life (8:30 p.m., Fox). On a new episode of The West Wing (9 p.m., NBC), tipsy Lord John Marbury (Roger Rees) is appointed Britain's ambassador to the U.S., just in time for an executive dust-up over testing of a missile defense system. While you're watching "West Wing," the rest of America will be drooling over Temptation Island (9 p.m., Fox). Time to move to Canada? On Law & Order (10 p.m., NBC), the cops and prosecutors deal with the aftermath of a wilding rampage in Central Park. Judy has a cool new guy in her life, but she's still thinking about that hunky handyman on Once & Again (10 p.m., ABC).

The new TV movie Blackout (9 p.m., CBS) stars Jane Seymour in a thriller of nightmarish proportions -- there's a power outage at the mall! Jazz (9 p.m., PBS, check local times) leaves swing behind for the new music called bebop. Eric Roberts, Judd Nelson, Duran Duran's John Taylor, Erik Palladino (the Fonzie-esque doc from "ER") and Marla Sokoloff (the annoying receptionist from "The Practice") star in the new TV movie Strange Frequency (9 p.m., VH1), four supernatural stories with a rock 'n' roll theme. I don't know about you, but that cast is all the horror I need.
