That '70s Show (8 p.m., Fox) pays homage to Alfred Hitchcock with a spoofy Halloween episode. Buffy the Vampire Slayer (8 p.m., WB) airs back-to-back Halloween reruns. In the first one, Buffy and the Scoobys are trapped inside a haunted frat house; in the second, from the high school era, everybody takes on the persona of his or her Halloween costume. Biography (8 p.m., A&E) continues "Charlie's Angels" week with a profile of Farrah Fawcett. On Frasier (9 p.m., NBC), Frasier changes his opinion of public transportation when he meets an attractive woman on the bus. Dateline NBC (10 p.m., NBC) hypes People magazine's "Sexiest Man Alive" issue. On Once and Again (10 p.m., ABC), Judy hosts a matchmaking event at the bookstore.

Specials

For the first time ever, New York's Greenwich Village Halloween Parade (7 p.m., USA, Sci-Fi Channel) is televised nationally. Susan Sarandon, Kathy Griffin and Tommy Davidson host. If it's scary movies you want this Halloween, there's a marathon of 'em on Monsterfest (all day, American Movie Classics). A repeat of Inside the Actors Studio (8 p.m. EDT/9 p.m. PDT, Bravo) features a scary chat with Anthony Hopkins. Then, watch the master at work in Silence of the Lambs (9 p.m., Lifetime). What would Halloween be without Night of the Living Dead (8 p.m., Independent Film Channel)? And for a special spooky treat, there's the new cable movie Dark Prince: The True Story of Dracula (9 p.m., USA), a gory retelling of the legend of Vlad, starring Rudolf Martin, who played Dracula in a lighter vein (sorry) on this season's "Buffy the Vampire Slayer" opener.
