The police catch Donna and Eric having sex in the Vista Cruiser on That '70s Show (8 p.m., Fox). Buffy the Vampire Slayer (8 p.m., WB) reruns the episode where Oz discovers that a singer named Veruca may be his werewolf soulmate. Poor Willow. The new action series Secret Agent Man (8 p.m., UPN) stars Costas Mandylor as an international spy with an eye for the babes. Paging Dr. Evil ... And just when you thought Fox couldn't sink any lower, behold the return of Family Guy (8:30 p.m., Fox), the cruddy animated series that just won't die. Angel (9 p.m., WB) reruns its pilot episode. 60 Minutes II (9 p.m., CBS) checks in on Super Tuesday election results. On NYPD Blue (10 p.m., ABC), Danny starts to crack while he and Sipowicz are investigating the discovery of a child's skeleton in a building's wall. Why doesn't Danny like to get "stirred up"? What emotional scars does he carry from childhood? And what's with the nervous habit of stuffing office supplies in his pocket? Maybe we're finally going to get some answers.
